Participation, Accountability, and Integrity for a resilient Democracy (PAIReD)
The PAIReD program aims to build capacity among state and civil society actors for citizen-oriented, transparent governance at both local and national levels. Key areas of focus include:
- Enhancing tax policy and management for sustainable revenue mobilization and improved public expenditure transparency.
- Strengthening state institutions’ capabilities in addressing corruption and money laundering.
- Empowering civil society and media for active involvement in accountability processes.
Scope of Role
Position: Advisor - Public Finance
The Advisor will be responsible for implementing public finance initiatives within GIZ’s PAIReD program, particularly supporting the Ministry of Finance’s Tax and Non-tax Policy Units. Additionally, the Advisor will contribute to knowledge management, cross-cutting topics (such as gender and digitization), and results-based monitoring.
Tasks
- Advise on improving Ghana’s public finance system with an emphasis on tax and non-tax revenue policies.
- Conduct ongoing analysis and identify areas of intervention within Ghana’s revenue systems.
- Plan and support policy development for more efficient, effective, and equitable taxation.
- Support climate protection and gender equity initiatives in the context of public finances.
- Coordinate support for CSOs and the media on public finance topics.
- Prepare concept notes, budgets, terms of reference, and other documentation for work packages.
- Provide input for PAIReD’s monitoring/reporting and participate in the digitization working group.
- Travel across Ghana to support program activities.
Qualification Required & Experience
- Master’s degree in Economics with a focus on Public Finance.
- Minimum of 5 years’ experience in Ghana’s public revenue sector.
- Deep understanding of Ghana’s public revenue system and involved stakeholders.
- Strong background in public finance theory, particularly taxation.
- Proven experience consulting with government agencies.
- Skills in analysis, problem-solving, project management, and collaboration.
- Experience in administrative digitization and IT-based project management.
- High flexibility, attention to detail, and ability to meet deadlines.
