Global Affairs Canada, through the High Commission of Canada in Ghana, is seeking to hire a Monitoring and Evaluation (M&E) Specialist. The specialist will provide expert analysis and advice to build the capacity of the Ministry of Food and Agriculture (MoFA) and other beneficiary institutions of the Modernizing Agriculture in Ghana (MAG) program. Responsibilities will include guidance on statistics, results monitoring, theory of change, logic of intervention, targets and indicators, and data collection, standardization, analysis, and use. The M&E Specialist will also provide technical support to MoFA and the Ministry of Local Government, Decentralization and Rural Development (MLGDRD) regarding the MAG Program.
Key Responsibilities:
- Provide expert analysis and advice on M&E frameworks and practices.
- Build the capacity of MoFA and other institutions in statistics and results monitoring.
- Develop and implement monitoring and evaluation tools independently and collaboratively.
- Support M&E efforts focused on the agriculture sector, decentralized governance, and gender equality.
- Work collaboratively with various stakeholders to ensure effective M&E processes.
Knowledge and Qualifications:
- Experience: Proven experience in monitoring or evaluation of international development programs.
Experience and Skills Required:
- Education: A Bachelor's degree or higher from a recognized post-secondary institution.
- Work Experience: At least 4 years of relevant work experience in Ghana.
- Technical Advisory Experience: Demonstrated experience providing technical advisory services to bilateral or multilateral institutions.
- M&E Tool Development: Experience in developing monitoring and evaluation tools, both independently and collaboratively.
- Sector-Specific Experience: Experience providing M&E services in the agriculture sector, decentralized governance, and for gender equality results.
- Stakeholder Collaboration: Proven ability to work collaboratively with a variety of stakeholders.
- Communication Skills: Excellent English writing skills.
