Global Affairs Canada, through the High Commission of Canada in Ghana, is seeking to hire a Decentralization Public Financial Management (PFM) Specialist. The specialist will assist with project closeout activities and reporting, assess and manage PFM-related performance risks for on-budget projects, support the planning and design of future government initiatives in the agriculture sector, track and update Canada on Ghana's PFM priorities and challenges—particularly concerning decentralized institutions—and assist with policy dialogue and donor coordination related to the Government of Ghana's PFM reform efforts. The Decentralization PFM Specialist will provide technical advice and support to the Ministry of Food and Agriculture (MoFA) and other beneficiary institutions of the Modernizing Agriculture in Ghana (MAG) program.
Key Responsibilities:
- Assist with project closeout activities and reporting.
- Assess and manage PFM-related performance risks for on-budget projects.
- Support the planning and design of future initiatives in the agriculture sector.
- Track and report on Ghana's PFM priorities and challenges.
- Facilitate policy dialogue and donor coordination related to PFM reforms.
- Provide technical advisory services to MoFA and other relevant institutions.
Knowledge and Qualifications:
- Experience: Working in monitoring or evaluation of budget support programs related to international development.
Experience and Skills Required:
- Education: Bachelor’s degree from a recognized post-secondary institution.
- Work Experience: At least 5 years of relevant work experience in Ghana.
- Technical Advisory Experience: Demonstrated experience providing technical advisory services on PFM issues to bilateral or multilateral institutions.
- Knowledge of Decentralized Governance: Understanding of the Government of Ghana's decentralized governance system, especially in the agriculture sector.
- Collaborative Experience: Experience working with government and/or donors in a technical capacity on public financial management issues, including project planning, budgeting, monitoring, and participation in government-donor coordination groups.
- Communication Skills: Excellent English writing skills.
